Rosa González-Lugo is a member in the Corporate Department. Rosa joined O’Neill & Borges in 1993, and has been practicing law since 1985. From 1990 to 1992, she was Undersecretary of Treasury of Puerto Rico. She also worked for some time in the Tax Department of a major accounting firm in San Juan, Puerto Rico.
Rosa is experienced in all aspects of corporate taxation and tax exemption, including tax aspects of mergers and acquisitions. She has worked with clients on obtaining closing agreements and rulings from the Puerto Rico Treasury Department and has represented clients in the audits conducted by the Puerto Rico Treasury Department and the municipalities of Puerto Rico. In the tax exemption area, she has worked and assisted clients in negotiating and amending tax exemption grants or concessions. She has participated in the drafting of various tax statutes. Rosa is an active member of the Tax Committee of the Puerto Rico Manufacturers’ Association.
