Rodrigo has 25 years of professional experience across the public and private sectors, with a practice focused on Telecommunications, Energy, Public Law, Public Policy, Antitrust, and Market Regulation. For more than 15 years, he served as Executive Director of the Chilean Association of Electric Utilities (Asociación de Empresas Eléctricas), where he played an active role in shaping the regulatory development of Chile's electricity sector.

Prior to that, he served as Vice President of Legal and Regulatory Affairs at VTR, the Chilean telecommunications company and subsidiary of the U.S.-based Liberty Media, where he led the regulatory strategy behind the first large-scale broadband rollout in Chile and VTR's entry into the local telephony market as the country's first significant competitor at a national level. He was also responsible for developing the company's first tariff decrees and led, on VTR's behalf, some of the most significant antitrust disputes shaping the competitive development of Chile's telecommunications sector.

Rodrigo was the sole lawyer appointed to the Chilean Ministry of Energy's Committee of Experts, tasked with reviewing and proposing a new regulatory framework for the natural gas market in Chile, whose members are ratified by the Chilean Senate. He also served on the Ministry of Energy's Advisory Committee for the improvement of electricity regulation in Chile.

He also brings extensive academic experience. For over 20 years, he has taught telecommunications law and economic regulation at leading Chilean universities, including Universidad de Chile, Universidad Adolfo Ibáñez, and Pontificia Universidad Católica de Chile.

Rodrigo has established himself as a go-to expert for the media on matters of telecommunications, antitrust, market regulation, energy, and public law. He is a regular columnist in the press and a panelist on "Corea del Centro," the current affairs and economics program of the Chilean digital outlet El Mostrador. Throughout his career, both as an academic and as a representative of the private sector, he has been a consistent participant in seminars and discussion forums on public policy, market regulation, and electricity and telecommunications matters.
