He holds a law degree from Universidad Diego Portales, a Master's degree in Economic Regulation from Universidad Adolfo Ibáñez, and a Diploma in Economic Administrative Law from Pontificia Universidad Católica de Chile.
For more than ten years, he served as General Counsel of the Chilean Association of Electric Utilities (Asociación de Empresas Eléctricas A.G.), where he led the legal committee made up of the legal managers of the country's leading electricity distribution companies, took part in public-private working groups, and played an active role in analyzing and discussing major legal and regulatory reforms in Chile's electricity sector.
Earlier in his career, he advised on telecommunications, antitrust, and administrative law matters and took part in regulatory processes of national significance. Before that, he practiced as a litigator.
Throughout his career, Ricardo has been involved in the discussion and implementation of some of the most significant regulatory transformations in Chile's energy and telecommunications sectors. Notably, he took part in the implementation of number portability in Chile, including the designation of the Number Portability Administrator, as well as in the process to establish the Independent Technical Body responsible for measuring internet access speeds.
He currently advises companies and investors on complex regulatory matters, proceedings before sectoral authorities, administrative and judicial disputes, the interpretation and application of regulations, the development of investment projects, and the design of strategies to address regulatory change.
He also participates regularly in seminars, forums, and other discussion platforms on economic regulation, energy, telecommunications, and administrative law, and is frequently consulted by the media on matters within his areas of expertise.
