Career
He is particularly renowned for his expertise in handling lengthy and complex planning inquiries, hearings, and High Court challenges. Ranked in Band 1 for Planning KCs by Chambers and Partners, Richard was also rated in the top 10 planning KCs in Planning Magazine’s 2025 annual survey. He serves as a committee member of the Joint Planning Law Conference in Oxford.
Richard was responsible for publishing with the official law reporting publisher, ICLR The Leading Planning Cases edition 1 and 2 which is an important reference book of cases used by the Planning Court in High Court challenges.

Richard was educated at St. John’s College, Cambridge where he won the McMahon Law Studentship. He was called to the Bar in 1994 and was awarded the Sunley Exhibition by the Inner Temple, and he took silk in 2016.
