Practice Areas

Paul is nationally and internationally recognized as a specialist in major construction disputes with over two decades of experience. In 2020, Paul was appointed to the Attorney General’s A Panel of civil counsel to the Crown, and advises the UK Government in relation to major construction, defence and infrastructure projects. In 2021, he was appointed as its counsel in respect of the civil claims arising from the Grenfell Tower tragedy.

Paul has long experience in civil law jurisdictions, and has uniquely detailed experience in respect of the licensing, design and construction of new-build nuclear power plants, and associated disputes.

Paul is also active as counsel in major national construction projects and disputes, appearing regularly in the TCC, as well as acting in arbitrations and adjudications. Examples include: appearing as lead counsel in Carillion v EMCOR (2016 & 2017) (High Court and Court of Appeal) establishing new case law on extensions of time in multi-party construction disputes; the innovative use of Part 8 proceedings in relation to adjudication proceedings (Willow v MTD Contractors 2019), and securing stays of proceedings and security for costs following sustained non-compliance with an adjudication decision (Donald Insall v Kew Holding Ltd 2019 and 2020).

Paul has also been active in defending clients in a variety of post-Grenfell claims in respect of allegedly defective cladding, including the dismissal of claims in Portsmouth CC v Prater (2018) and in a £25m claim against a D&B contractor relating to residential tower blocks in the north of England.
