Norman C. Bay is a partner in the Corporate & Financial Services Department, Head of the Energy Regulatory and Enforcement Group in Washington and Co-Chair of the Energy Commodities Group. Norman advises clients on a range of energy regulatory issues, including rates and policy, infrastructure development, mergers and acquisitions, and enforcement and compliance. Norman is a former Chairman of the Federal Energy Regulatory Commission (FERC) and has significant experience with all aspects of FERC’s jurisdiction over the U.S. wholesale electricity and natural gas markets. His initiatives at FERC included improving price formation in the RTO/ISO markets, energy storage, and distributed energy resources. Prior to becoming Chairman, Norman was Director of the Office of Enforcement at FERC. He has a deep understanding of FERC’s enforcement jurisdiction, priorities, and practice. He is a frequent speaker at energy conferences and is widely recognized for his thought leadership.
