Ning-Ly is recognized for her expertise in French and European competition law (merger control, state aid, antitrust and distribution litigation). She is involved in major merger matters, advising clients in national and international mergers and acquisitions, in particular in the energy, aeronautical, health, transportation, medias, and agri-food sectors, as well as in their strategic partnership projects.
Recent work includes advising Bolloré on the sale of the Bolloré Logistics to CMA CGM and Bolloré Africa Logistics to MSC; Vivendi on its takeover acquisition of Lagardère (Phase II with remedies), Veolia on its (initially hostile) takeover bid over Suez (Phase I with remedies); LVMH on a strategic acquisition in the luxury sector; Fijace in the acquisition of control of Maxi Toys (Phase I with remedies) and joint control with Prenatal Retail Group over New MT (referred by the Commission to the FCA and finally cleared by the FCA). Ning-Ly is also involved in several strategic partnerships in the TMT sector and numerous follow-on actions before French Courts.
Ning-Ly joined Peltier Juvigny Marpeau & Associés end of 2016 and became Partner in 2018. She started her career at Bredin Prat (Paris and Bruxelles) where she was promoted Counsel. She was also seconded at Cravath, Swaine & Moore (New York, 2010).
Member of the APDC (association of lawyers specialized in competition law), AFEC (Association Française d’Etude de la Concurrence), ABA Antitrust Section, IBA and AIJA (International Association of Young Lawyers).
Ning-Ly is strongly involved in various programs to promote diversity as a member of the Club 21, of which she was member of the bureau. She supports women entrepreneurs to join HEC Incubateur in partnership with Station F (one of the most prestigious business incubators in the world). She participates to several mentoring program, such as Revel@Her (promoting women from diverse background) or the mentoring program of W@CompetitionFR.
