Neil has practiced real estate, land use and municipal law for over 30 years, specializing in land use and transactional aspects of large waterfront public/private partnerships. His experience includes development agreements, land use and entitlements, CEQA, BCDC, public trust, historic preservation, acquisitions and dispositions, ground leases and other commercial leasing for landlords and tenants, and public agency rules and procedures. His representative clients include Brookfield in the entitlement and ongoing implementation of Pier 70, a 28-acre mixed-use development within the Port of San Francisco’s Pier 70 Historic District, as well as advising on their current entitlement efforts for the redevelopment of the Stonestown Mall property; Treasure Island Community Development, a joint venture between Wilson Meany/Stockbridge and Lennar in the entitlement and ongoing implementation of the redevelopment of Treasure Island, a former U.S. Navy base, as a large new master-planned community; the Golden State Warriors in the entitlement and implementation of a new Event Center and Mixed-Use project in Mission Bay; the Athletics MLB club in the entitlement of a new ballpark in Las Vegas; The Related Companies in the entitlement and implementation of a 300-acre publicly-owned landfill site in the City of Santa Clara; Build Inc. in the entitlement of a large mixed-use public/private development with the San Francisco Recreation and Park Department; and UC College of the Law, San Francisco for the development of a new classroom and student housing building that opened in 2024.
