Matthew McCullough is well known for his work in U.S. trade remedy actions addressing dumping, subsidization and industry adjustment (safeguards), as well as the international agreements governing such actions.
Matthew McCullough has more than two decades of experience advising governments and companies, both foreign and domestic, on a wide range of matters impacting cross-border trade in goods and services. He has substantial experience representing states, including appearances for the Governments of Argentina, Brazil, Canada, China, Korea, Japan, Oman and Vietnam before U.S. agencies, as well as representing many of the same governments in dispute settlement proceedings before the World Trade Organization (WTO).
He is recognized for his knowledge of U.S. countervailing duty (CVD) law and the international rules governing domestic anti-subsidy measures. Highlights include high-stakes government representations in U.S. CVD cases involving Canadian aircraft, Canadian lumber, Argentinian biodiesel and Korean DRAMS. Major private sector representations include live swine from Canada, ripe olives from Spain, aluminum foil from Oman, PET resin from Oman and DRAMS from Korea.
