Career

Marvin Menezes began his career in the energy sector in 2005 at the Legal Department of Light in Rio de Janeiro. In 2025, he completed 20 years of professional experience dedicated primarily to the Brazilian electricity sector.

He has a holistic understanding of the energy business and its technical, regulatory, and legal dimensions, with extensive experience in matters related to the Brazilian electricity industry, encompassing generation from various energy sources, transmission, distribution, and electricity trading. In this field, he advises energy companies, free and special consumers, energy traders, and other market participants on a wide range of matters, including interactions with the Ministry of Mines and Energy (MME), the National Electric Energy Agency (ANEEL), the National Agency of Petroleum, Natural Gas and Biofuels (ANP), the Energy Research Office (EPE), and the National Electric System Operator (ONS), among others.

He advises energy companies in tariff adjustment and tariff review proceedings, as well as in administrative and judicial matters involving regulatory issues.

His extensive experience in the energy sector has also enabled him to develop expertise across various infrastructure segments, working with related contracts such as EPC (Engineering, Procurement and Construction), Built-to-Suit, and BOT (Build, Operate and Transfer), among others. He also advises on post-execution contractual matters, working closely with operational teams in the day-to-day activities of energy companies, including litigation and arbitration, regulatory matters, civil law, environmental issues, and related areas.

Marvin is a member of the Special Electricity Commission of the Brazilian Bar Association – Rio de Janeiro Section, as well as a member of the Brazilian Association of Solar Photovoltaic Energy and the Brazilian Institute for Energy Law Studies. He is also a professor at IBDE and in the LL.M. Program in Infrastructure and Regulatory Law at the Fundação Getulio Vargas.
