Marcelo is a specialist in the structuring and regulation of infrastructure projects. He has extensive experience in sectors such as highways, water, sanitation, airports, urban mobility, public lighting, natural parks, and forests, among others. His expertise also includes advising on disputes between concessionaires and regulatory agencies and/or governments in the administrative, judicial, and arbitration spheres; as well as the execution of specialized regulatory due diligence in mergers and acquisitions or credit transactions involving infrastructure assets.

Marcelo holds a Bachelor of Laws degree (2004) and a master’s degree (2008) from Pontifícia Universidade Católica do Rio de Janeiro - PUC-Rio; a LLM from Yale University (2010); and an MBA in Finance from Fundação Getulio Vargas - FGV (2015).
