As head of the Litigation and Consumer Affairs Practices, Luis has cultivated specialized expertise in consumer-related regulations. He regularly advises companies on compliance with consumer protection laws, defends clients in administrative proceedings before or against the Department of Consumer Affairs (DOCA/DACO), and assists with regulatory inquiries and enforcement actions. He provides comprehensive support, from drafting position statements and responding to regulatory inquiries to resolving fines and guiding clients through complex regulatory frameworks. Luis also works closely with industry groups such as the Puerto Rico Retailers Association, preparing policy statements and offering strategic counsel on matters like false advertising and unfair trade practices.

His experience extends to shaping consumer-related legislation. Luis actively participates in the Department of Consumer Affairs’ rulemaking process and consults on consumer-friendly legislative initiatives which affect business industries. He advocates for policy changes that align with his clients’ business goals, ensuring their interests are represented at both regulatory and legislative levels.

In addition to his consumer affairs work, Luis is also experienced in handling arbitration claims which makes him particularly effective in resolving complex disputes. He is also skilled in managing appellate cases, successfully representing clients through the entire appeals process in high stakes matters.

Luis has also represented homeowners’ associations in disputes arising from residential complexes and provides legal counsel on a range of community-related issues.
