Since 1979, Lloyd Bookman's practice has involved exclusively the representation of health care providers in a wide variety of complex reimbursement, regulatory and transactional matters. He is a nationally recognized expert on Medicare and Medicaid reimbursement, as well as other health care regulatory matters such as the Stark law and federal and state anti-kickback statutes. He successfully represents hospitals and other provider clients throughout the country in major litigation challenging Medicaid rate reductions and defends providers against claims brought under federal and state false claims acts. He regularly represents providers before the Provider Reimbursement Review Board, state Medicaid agencies, and in federal and state courts in reimbursement disputes. Mr. Bookman represents hospitals and other providers in connection with health care compliance, including such matters as the development and implementation of compliance plans and disclosure obligations. Mr. Bookman has also negotiated and drafted complex Medicaid provider fee legislation and other Medicaid financing legislation.
