徐丽霞律师于1992年开始参与重庆针织总厂以及重庆特殊钢厂等大型企业破产工作，2007年牵头组建了重庆丽达律师事务所破产管理人中心并担任总负责人，带领其破产管理人团队成功办理多起重大破产重整及清算案件，先后担任上百家破产重整/清算企业的管理人和清算组成员，包括北汽银翔汽车有限公司、重庆北汽幻速汽车销售有限公司以及重庆典雅房地产开发集团有限公司、重庆宝狮置业有限公司、重庆贵尔达房地产开发有限责任公司、重庆欧枫投资有限公司、重庆荧鸿房地产开发有限公司、重庆荧鸿置业有限公司、重庆金江印染有限公司、重庆川江针纺有限公司、重庆隆迪塑业有限责任公司、重庆林腾机电有限公司等破产重整/清算/和解案件，涉案资产上千亿元，涉及数万债权人。其中办理的重庆金江印染有限公司、重庆川江针纺有限公司实质合并破产清算案入选“最高人民法院第29批指导性案例”；重庆荧鸿房地产开发有限公司、重庆荧鸿置业有限公司实质合并破产重整案获评“重庆市破产管理人协会2021年度十大经典案例”；重庆天福地产（集团）有限公司破产重整案获评“重庆市律师协会2020年度十大商业交易（非诉讼）经典案例”；重庆贵尔达房地产开发有限责任公司破产重整案获评“2017年十大民商事诉讼经典案例”。
2019年9月，在北汽银翔汽车有限公司、重庆北汽幻速汽车销售有限公司破产重整案中，徐丽霞律师作为总负责人，带领80多人的管理人团队夜以继日，勤勉尽责，依法积极履职，通过严格的债权审核、参与政府、法院及债权人机构等专题会多达100多次，沟通、论证并修改完善重整计划草案，充分与投资人、债权人进行沟通，减少案件的内外部矛盾。整个破产重整案件从法院指定管理人到重整计划表决通过仅用134天，实现了案件的高效办理，同时兼顾了公平和案件质量。通过本案，重庆汽车产业的重要企业之一得以存续，保留了重庆汽车产业的生命力，保障和维持近5000名职工的就业生存问题，维护了社会稳定。该案还获选了“重庆法院2021年度商事审判十大典型案例”、“重庆市律师协会2021年度十佳破产案例”，并在法治日报社联合中国政法大学律师学研究中心面向全国开展的“首届律师公益（社会责任）典型案例”评选活动中被评为“参与重大事件处置案例十大典型案例”。

In terms of professional achievements, Attorney Xu Lixia has been practicing law for over 30 years, handling a large number of civil, commercial and international economic law cases. She was once assigned by the Ministry of Justice and the State Administration of Foreign Experts Affairs to study the legal practice of anti-dumping and countervailing measures under the WTO framework in the European Union, and later pursued advanced business administration courses at the University of Oxford. Meanwhile, she has long served as a special legal consultant and representative lawyer for several banks and large state-owned enterprises in Chongqing. Throughout her legal career, she has handled thousands of cases of various types, providing extensive litigation and non-litigation legal services that have helped avoid and recover economic losses totaling over 100 billion yuan. In addition, Attorney Xu has delivered nearly a thousand legal lectures at universities and client organizations over the years, benefiting tens of thousands of people and earning widespread praise from all sectors.
Attorney Xu Lixia first participated in the bankruptcy proceedings of large enterprises such as Chongqing General Knitting Factory and Chongqing Special Steel Plant in 1992. In 2007, she took the lead in establishing the Insolvency Administrator Center of Chongqing Lida Law Firm and served as its chief person in charge. Leading her insolvency administrator team, she has successfully handled many major bankruptcy reorganization and liquidation cases, acting as administrator or member of the liquidation group for more than 100 bankruptcy reorganization/liquidation enterprises. These cases include the bankruptcy reorganization, liquidation and conciliation proceedings of BAIC Yinxiang Automobile Co., Ltd., Chongqing BAIC Hyspeed Automobile Sales Co., Ltd., Chongqing Dianya Real Estate Development Group Co., Ltd., Chongqing Baoshi Real Estate Co., Ltd., Chongqing Guierda Real Estate Development Co., Ltd., Chongqing Oufeng Investment Co., Ltd., Chongqing Yinghong Real Estate Development Co., Ltd., Chongqing Yinghong Real Estate Co., Ltd., Chongqing Jinjiang Printing and Dyeing Co., Ltd., Chongqing Chuanjiang Knitting and Textile Co., Ltd., Chongqing Longdi Plastic Industry Co., Ltd., Chongqing Linteng Electromechanical Co., Ltd., etc. The involved assets exceeded 100 billion yuan, involving tens of thousands of creditors.
Among these cases, the substantive consolidated bankruptcy liquidation of Chongqing Jinjiang Printing and Dyeing Co., Ltd. and Chongqing Chuanjiang Knitting and Textile Co., Ltd. was selected into the 29th Batch of Guiding Cases of the Supreme People's Court. The substantive consolidated bankruptcy reorganization of Chongqing Yinghong Real Estate Development Co., Ltd. and Chongqing Yinghong Real Estate Co., Ltd. was awarded the Top 10 Classic Cases of 2021 by Chongqing Insolvency Administrators Association. The bankruptcy reorganization of Chongqing Tianfu Real Estate (Group) Co., Ltd. was named the Top 10 Classic Commercial Transaction (Non-litigation) Cases of 2020 by Chongqing Lawyers Association. The bankruptcy reorganization of Chongqing Guierda Real Estate Development Co., Ltd. was honored as one of the Top 10 Classic Civil and Commercial Litigation Cases of 2017.
In September 2019, as the chief person in charge of the bankruptcy reorganization cases of BAIC Yinxiang Automobile Co., Ltd. and Chongqing BAIC Hyspeed Automobile Sales Co., Ltd., Attorney Xu Lixia led an 80-member administrator team to work diligently day and night, performing their duties actively in accordance with the law. Through rigorous claim verification, participating in over 100 special meetings organized by the government, courts and creditor institutions, communicating, demonstrating and revising the reorganization plan draft, and conducting in-depth consultations with investors and creditors, the team effectively resolved internal and external conflicts of the cases. The entire bankruptcy reorganization process, from the court's appointment of the administrator to the approval of the reorganization plan by voting, took only 134 days, achieving efficient case handling while ensuring fairness and quality. Thanks to this case, a key enterprise in Chongqing's automobile industry was preserved, maintaining the vitality of Chongqing's automotive sector, protecting the employment and livelihood of nearly 5,000 employees, and safeguarding social stability. The case was also selected as one of the Top 10 Typical Commercial Trial Cases of 2021 by Chongqing Courts and the Top 10 Bankruptcy Cases of 2021 by Chongqing Lawyers Association. Additionally, it was rated as one of the Top 10 Typical Cases Involving Major Incident Disposal in the "First National Selection of Typical Cases of Lawyers' Public Welfare (Social Responsibility)" jointly launched by the Legal Daily and the Center for Lawyer Studies of China University of Political Science and Law.
