Kim Hamm is a partner in Morrison Foerster’s Investigations + White Collar Defense practice and co-chair of the firm’s Congressional Investigations and Securities Enforcement practices. Leveraging her private practice and senior government experience, Kim advises clients facing high-stakes congressional inquiries and parallel civil, criminal, regulatory, and state investigations. Her unique background – as a senior congressional leadership staffer, regulatory and policy expert, congressional investigator, and civil and criminal litigator – allows her to develop comprehensive risk management, legislative, regulatory, and litigation strategies for corporate clients.
Kim’s experience in congressional investigations spans both chambers and nearly all congressional committees. She has represented clients in matters across House and Senate committees, bringing deep insight into both the investigative process and the broader political context. As General Counsel to a former Speaker of the U.S. House of Representatives, Kim oversaw congressional investigations across committees and provided strategic legal advice to House leadership and committees. Earlier in her career, Kim was a senior lawyer in the House of Representatives’ Office of the General Counsel, where she advised House committees on investigations into the private sector and the federal government, represented committees in subpoena litigation, and represented the House in criminal and civil litigation. She also conducted investigations as Chief Counsel for Investigations on the Senate Rules Committee.
In addition, Kim served as Chief Counsel to the Chairman of the SEC, where she guided regulatory initiatives across all divisions of the Commission and advised on significant legal and policy issues spanning cross-border regulation, financial stability, major market events, and congressional oversight.
Kim regularly provides insight on congressional and SEC issues to leading media outlets, including The New York Times, The Wall Street Journal, and Politico.
