Career
Josh started his career at Lockheed Martin Corporation working on U.S. Navy nuclear submarine modernization programs and direct commercial sales (DCS) of secure communications equipment to the Japanese Maritime Self-Defense Force. After Lockheed Martin, Josh joined the Womble Bond Dickinson law firm (1000+ attorneys; 35+ offices), where he continued to build on his experience working on government contracts, export control, sanctions, import compliance, and CFIUS issues. Josh then joined Sandler, Travis & Rosenberg, where he worked for almost 6 years and became a Member of the firm. Josh later became a Senior Counsel at the Norton Rose Fulbright law firm (3000+ lawyers; 50+ offices) before joining Schulz Trade Law PLLC., where he is now.

Josh loves being at the beach or running around to various activities with his wife and three boys. Josh enjoys running, cycling, lifting weights, watching UFC and boxing, and is a news, politics, and history junkie.

• Josh has advised clients on classification and compliance requirements under the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR), including obtaining export licenses, representing clients under investigation or subpoena, conducting export control program reviews and audits, preparing Voluntary Self-Disclosures (VSDs), and delivering tailored employee training.
• He similarly has assisted U.S. and non-U.S. clients with economic sanctions and embargoes administered by the Office of Foreign Assets Control (OFAC).
• Josh has worked with importers of all sizes, including one of the largest retailers in the United States, to reduce the impact of tariffs through use of the first sale rule.
• In the area of foreign direct investment, Josh has guided clients through the CFIUS review process, including preparing filings and conducting due diligence for cross-border transactions that trigger CFIUS concerns.
• Josh has extensive experience advising on government contracts compliance under Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) rules. A particular focus of his practice is on domestic preference/content requirements in government contracting and federally funded projects, including helping clients navigate 'Buy America' compliance; Build America, Buy America (BABA) compliance under the 2021 Infrastructure Investment and Jobs Act; domestic content requirements under the Inflation Reduction Act of 2022; Buy American Act of 1933 (BAA) compliance; and Trade Agreements Act of 1979 (TAA) compliance. He also counsels on “Made in USA” claims under Federal Trade Commission (FTC) rules.
