José Francisco Manssur is a lawyer graduated in 1998 from PUC/SP. He worked for more than eight years in the Legal department of São Paulo Futebol Clube. He co-authored the bill that created the Sociedade Anônima do Futebol (SAF) and took part in the Ministry of Sport's working Group responsible for drafting the Fan Statute. He was a special advisor to the Executive Secretary of the Ministry of Finance and was at the forefront of drafting the rules for the fixed-odds betting sector in Brazil, which culminated in the enactment of Federal Law No. 14.790/23, which regulated fixed- odds sports betting and online gaming in Brazil.
