With over twenty years of specialised experience, Jorge advises clients in the electricity, telecommunications, postal services, natural gas, and water utilities sectors. He has a strong focus on regulatory and contentious matters, frequently representing clients in disputes before the Expert Panel under the Electricity Law and the Competition Tribunal. His expertise extends to competition law and other network industries, making him a trusted advisor across a broad spectrum of regulated sectors.
He holds a master’s in economics and Regulation of Public Services from the University of Barcelona and graduated summa cum laude in Legal and Social Sciences from the University of Chile. He also shares his expertise as a lecturer in Law and Electricity Regulation for the Natural Resources Diploma at the Pontifical Catholic University of Chile and Adolfo Ibáñez University. Formerly, he was an Associate, Head of the Electricity Department, and Partner at Ferrada Nehme, and later co-founded Quintanilla Busel Niedmann, where he practised from 2014 to 2020. He has been internationally recognised by Chambers and Partners Global Guide and Latin America 2025 in Band 2 for Energy and Natural Resources in Chile.
