Joe Hoffman is a partner in the Municipal and Land Development Group at Goodmans.
Joe specializes in development law, with a focus on representing private-sector clients throughout Ontario. He advises real estate developers on planning applications for redevelopment projects in both urban and greenfield settings.
Joe’s work encompasses a wide range of land development matters, including official plan amendment, zoning by-law amendment and minor variance applications, site plan applications, subdivision and complex consent applications, heritage, inclusionary zoning, parkland, and development charges, among other matters.
As part of his experience in greenfield settings, Joe represents large landowner groups planning major residential greenfield development. His experience extends to planning for greenfield development within existing urban boundaries and applications to bring land into the urban boundary to accommodate growth as part of any urban boundary expansion.
Joe also represents large commercial businesses with landholdings in employment areas and other industrial areas throughout Ontario.
Joe appears regularly before administrative tribunals and municipal authorities, including the Ontario Land Tribunal, the Toronto Local Appeal Body, the Committee of Adjustment, and municipal councils throughout Ontario.
Joe is recognized by Chambers Canada in the area of real estate: zoning/land use, The Canadian Legal Lexpert Directory in the area of real estate - property development, The Best Lawyers in Canada in the area of municipal law, and is featured in the Lexpert Special Edition: Infrastructure.
Joe sits on the Government Relations Committee of CREDA. He has volunteered in high school classrooms throughout Toronto as part of UrbanPlan, a project-based learning curriculum that brings together disciplines such as economics, city government, real estate, and urban planning.
Joe is the recipient of the Alumni Mentor of the Year Award from Osgoode Hall Law School, the Harley D. Hallett Scholarship from Osgoode Hall Law School, and the Osgoode Hall Law School Dean’s Gold Key Award.
He is a member of the Law Society of Ontario and Ontario Bar Association.
