Jeff concentrates his practice exclusively in public finance and has advised clients in the sector for more than 30 years. His work is centered on healthcare and education finance transactions, where he represents hospitals, senior living and continuing care retirement communities, colleges, universities, independent schools, governmental issuers, and investment banking firms involved in complex tax-exempt and taxable financings.

In addition to his healthcare and higher education finance practice, Jeff regularly counsels clients on financings involving general obligation bonds, revenue bonds, installment purchase structures, and interest rate swap transactions. He is recognized for his practical guidance on sophisticated public finance matters and for helping clients navigate evolving regulatory and market conditions.

Jeff is a frequent lecturer and industry speaker on emerging issues in public finance. He has presented for numerous North Carolina organizations focused on municipal finance and nonprofit institutions, including the North Carolina Institute of Government, the North Carolina Healthcare Financial Management Association, North Carolina LeadingAge, and the North Carolina Association of Independent Schools. His contributions to the field have also been recognized through multiple honors and awards from industry organizations.
