Jacek Liput

Specializing in comprehensive legal services for procurement processes, including public procurement law, civil tenders, military procurement, and EU tenders.

He also handles public-private partnerships (PPP), competition law, state aid, and general civil, commercial and corporate law.

In his practice, he advises both contracting authorities and contractors not only during the tender process but also in the preparation of proceedings and execution of concluded agreements. His work includes:

- Preparing and reviewing tender documentation

- Providing recommendations on bid rejection, contractor exclusion, bid selection, and tender cancellations

- Assisting bidders with bid submission

- Supporting clients during negotiations and representing them before the National Board of Appeals and courts

- Assisting clients during inspections by the President of the Public Procurement Office and conducting audits of tender proceedings

He has advised on multi-billion-dollar tender proceedings across sectors such as ICT, energy, oil & gas, construction and infrastructure, pharmaceuticals and medical, and defense.

Jacek has been involved in high-profile projects, including:

- Implementation of IT systems

- Construction of power units

- Oil and natural gas exploration and extraction (including shale gas)

- Road and highway construction, as well as stadiums for EURO 2012

- Construction of waste incineration plants

- Tenders for specialized medical equipment for hospitals

- Large-scale military procurements, including the high-profile multi-role helicopter tender for the Polish army

A legal counsel with nearly 20 years of professional experience, Jacek combines over a decade at a major international law firm (CMS Cameron McKenna, 2007–2017) with experience as an in-house lawyer in the telecommunications sector. He currently heads the Public Procurement and Labor Law Practices at GP Partners.
