Young provides comprehensive counsel to institutional healthcare providers on compliance with state and federal regulations, including the Medicare Conditions of Participation or Coverage, Medicare Requirements, and the Emergency Medical Treatment and Labor Act (EMTALA). In her practice, Young advises healthcare institutions on and guides them through complex regulatory matters, and she represents and defends providers in government surveys and administrative enforcement actions, with particular emphasis on provider agreement termination actions under Medicare rules and EMTALA and on civil monetary penalty proceedings under EMTALA.
Hilary Young is board certified in Health Law by the Texas Board of Legal Specialization. Her distinguished career includes significant leadership roles in major legal organizations. In addition to previously co-founding the highly regarded health law firm of Joy & Young, L.L.P. ,Young has served as Chair of both the American Bar Association (ABA) Health Law Section and the ABA Section Officers Conference, and she currently serves as one of the two delegates from the ABA Health Law Section to the ABA House of Delegates. She previously chaired the State Bar of Texas Health Law Section and served for six years on the Texas Board of Legal Specialization Health Law Exam Commission, demonstrating her dedication to advancing healthcare law and professional standards.
