Hilary Holt LoCicero is a partner at BLL who focuses on white-collar criminal defense and investigations, representing both individuals and companies. With a foundation built on more than a decade of practice at two AmLaw 10 firms, she advises clients on all types of criminal defense matters, delivering strategic solutions tailored to their needs.
Ms. LoCicero has particular expertise representing healthcare providers in matters involving allegations of healthcare fraud, violations of the False Claims Act and Anti-Kickback Statute, and research misconduct. In 2023, she served as lead counsel for an interventional cardiologist who was charged with health care fraud and false statements, securing an acquittal and dismissal of all charges after a six-week federal trial.
Her practice also includes matters involving antitrust, tax, accounting, government contracting, elections and campaign finance, the Foreign Corrupt Practices Act, the Bank Secrecy Act, sanctions, and trade, and often involves parallel proceedings such as professional misconduct, debarment, and forfeiture actions. She also advises on compliance and post-resolution matters and maintains an active appellate practice.
Prior to entering private practice, she clerked for judges of the U.S. District Court for the Southern District of Texas and the U.S. Court of Federal Claims. She is admitted to practice in the District of Columbia and Texas.
