Heiko Höfler is a partner of the law firm of Oppenhoff and advises on public law and regulatory matters. He has practised as a lawyer for more than two decades, focussing on both contentious and non-contentious matters in public procurement, export control and state aid law. He is a certified specialist in international business law and public procurement law. Heiko has extensive experience of advising companies, banks, foreign investors, institutions and governments.
He specialises in complex investments and transactions in the public sector. In recent years he has advised parties in a variety of infrastructure, technology and defence projects as well as public-private partnerships, both in Germany and internationally.
Career
Heiko Höfler has been admitted to the German bar in 1995. He holds an honorary professorship at Bauhaus University of Weimar, where he teaches Public Procurement Law and the Law of Public Private Partnerships. The Hanseatic Bar Association of Hamburg has appointed Heiko as deputy chairman of its committee for international commercial law. Heiko serves actively as a reserve officer (LtCol) in the Joint Support Service of the German Forces.
