Career
Heddy Ludvigsen is a partner advising on contentious and strategic matters arising from public tender procedures. She supports both contracting entities and bidders throughout the lifecycle of a process—from planning and participation to challenges and follow-on disputes, including proceedings connected with award decisions.
Her work spans mandates where procurement interfaces with regulated sectors and complex projects, including infrastructure and build arrangements, digital/IT deliveries, healthcare-related engagements and rights-based arrangements. Heddy also advises on adjacent EU/EEA regulatory issues, drawing on experience in competition and state support matters to help clients manage risk, structure compliant solutions and achieve practical outcomes.
