FENG Haibin, a Senior Partner and Managing Partner at Landing (Shenzhen) Law Office, has been recognized as a leading expert in foreign-related legal affairs by the Guangdong Lawyers Association. Additionally, he was among the inaugural cohort of 29 distinguished foreign-related legal practitioners selected by the Shenzhen Municipal Bureau of Justice and the Shenzhen Lawyers Association.

In January 2022, he was appointed as the Deputy Director of the 11th International Exchange and Cooperation Committee of the Shenzhen Lawyers Association. Subsequently, in April 2022, he assumed the role of Deputy Director of the 12th Cross-Border E-commerce Legal Professional Committee of the Guangdong Lawyers Association. In July 2023, he was elected Vice Chairman of the 5th Council of the Guangdong Huangpu Customs Brokers Association.

Mr. Feng commenced his career in the customs service following his graduation from the Department of International Economic Law at Nanjing University in 1999. In 2012, he was designated as a public office lawyer within the Customs, and in 2015, he was appointed as a third-level expert specializing in regulatory affairs. Throughout his tenure at the Customs, he garnered numerous individual and collective accolades. Serving as a section chief or deputy director at the departmental level, he was entrusted with overseeing a wide array of responsibilities, including customs legislative management, trade control, administrative reconsideration and litigation, legal guidance on complex customs matters, and intellectual property protection within the customs framework.

In 2017, he transitioned to full-time legal practice, concentrating on high-stakes and intricate cases within the customs and international trade sectors. His caseload encompassed disputes pertaining to import and export taxation, regulatory challenges involving prohibited and restricted goods, and customs administrative penalties. Leveraging the profound expertise amassed during his tenure in the customs service, he developed a specialization in adjudicating cases involving smuggling, circumvention of inspection and quarantine protocols, and fraudulent practices related to export tax evasion and refund schemes.

Mr. Feng has undertaken extensive and rigorous research into emerging paradigms and regulatory frameworks within the import-export sector, encompassing cross-border e-commerce, preferential trade arrangements under free trade agreements, customs special supervision zones, and export control mechanisms. He demonstrates exceptional proficiency in addressing complex issues pertaining to international trade and customs, including but not limited to cross-border e-commerce operations, tariff classification and valuation methodologies, rules of origin, intellectual property rights protection within customs frameworks, strategic customs duty planning and tax-related disputes, trade compliance, and regulatory adherence. His distinguished track record in legal practice areas such as anti-smuggling defense strategies, customs inspection protocols, administrative penalty proceedings, cross-border legal matters, and customs dispute resolution has consistently yielded outstanding outcomes.

Mr. Feng serves as a distinguished lecturer on customs law and professional practice at prestigious academic institutions, notably including the Peking University School of Transnational Law (STL), the Law School of South China University of Technology, and Guangdong Ocean University. His scholarly contributions include the publication of over ten substantive articles on customs practice in reputable legal publications, including those affiliated with China Customs Publishing House, Shanghai Customs College, and the Shanghai Law Society, among other distinguished institutions.

Career

Serving as a Customs Officer for PRC from 1999 to 2017, certified as an Official Customs lawyer in 2012 and appointed as a third-level expert specializing in Customs law and regulations by China Customs.

Practicing as a full-time lawyer since 2017, specializing in Tariff law and Customs legal services.
