Gro Amdal

Amdal specialises in public procurement law. She has in-depth knowledge of the Norwegian Public Procurement Rules and Regulations, as well as of the EU Directives on Public Procurement. She has more than 26 years of experience within this field, and assists both public and private clients in the various stages of a procurement process, including in contentious matters. Amdal also has extensive experience within contract law, including construction law.

Amdal has for a number of years contributed to the development of Norwegian Public Procurement Law. The Norwegian Government appointed her member of the Norwegian Complaints Board for Public Procurement for 8 consecutive years, and as a member of the Commission for the revision of the Norwegian Procurement regulations.

Joined Arntzen de Besche (now Arntzen Grette) as partner in 2022. 2007-2022: Partner at CMS Kluge. 2005-2007: Lawyer at CMS Kluge. 2000-2004: Lawyer at BA-HR Law Firm. 1995-2000: Chief executive officer (95-96), Head of department (96-99), Director General (99-00) at the Legal department of the Norwegian Directorate of Public Construction and Property.

Co-author of «The Norwegian Rules and Regulations on Public Procurement» (680 pages).

Co-author of the Official Norwegian Report (NOU) 2014:4 proposing new national rules and regulations on public procurement.

Co-author of report commissioned by the Norwegian Government assessing public procurement law matters concerning the shipbuilding industry.

Author of article on the negotiated procedure within public procurement, published in the Norwegian Business Law Periodical.
