Fernando is a founding partner of the Infrastructure, Regulatory and Government Affairs at Souza Okawa, with extensive experience in advisory and litigation involving public law and business matters. He has significant expertise in investment and partnership contracts, especially in concessions, PPPs and other forms of business contracting with state authorities. He has advised clients of the Government, Multilateral Organizations and Private Companies in privatization processes, as well as in the modeling of infrastructure projects, having worked in advising on bids, discussions of renegotiation and contractual rebalancing, in litigation and agreements with the Government, Regulatory Agencies and Authorities. Fernando is also actively involved in academia, having published numerous articles served as a visiting professor in the Environmental Sanitation MBA program at FESP/SP; in the PSP Hub’s PPP in Healthcare management and contracting course, and in the ABDIB’s PPP Public Lighting course.
