Elyse Sunshine

Elyse Sunshine was called to the Ontario Bar in 1999 and has practised in professional regulation and health law for more than 25 years.

Elyse serves as Independent Legal Counsel to several regulatory bodies and advises associations, organizations, and professionals on regulatory, administrative, and civil law matters. She regularly appears before statutory committees of health regulatory colleges and has represented clients before courts and tribunals, including the Health Professions Appeal and Review Board, Health Services Appeal and Review Board, and the Human Rights Tribunal of Ontario. She also assists health organizations and professionals with inspections, audits, quality assurance reviews, and other regulatory assessments.

A significant part of Elyse’s practice involves professional discipline proceedings. She frequently acts as counsel to witnesses, including complainants, and has represented complainants before the Discipline Committee of the College of Nurses of Ontario. She has also served as amicus curiae in disciplinary matters.

In addition to her advocacy work, Elyse provides strategic advice and opinions to individuals, organizations, and regulatory bodies. She has acted as general counsel for non-regulated health professions and has assisted organizations in developing governance policies and committee procedures. Since 2017, she has served as Complaints Review Officer for the Retirement Homes Regulatory Authority.

Elyse is a founding Board member of the David Cornfield Melanoma Fund and a member of the Ontario Bar Association, The Advocates’ Society, and the Medico-Legal Society of Toronto. She currently teaches Trial Advocacy at Osgoode Hall Law School and is a frequent speaker on professional regulation topics.
