Elaine W. Senra is a lawyer specializing in business, corporate, and tourism law in the Dominican Republic. Her core practice focuses on corporate and commercial matters, with an emphasis on tourism, foreign investment, technology, and project development.
Since 2008, she has been a founding partner of Legal Frame, González – Senra & Consultants, a full-service law firm based in Santo Domingo. The firm advises both international and local clients in areas such as foreign investment, corporate law, real estate and tourism, project finance, dispute resolution, capital markets, immigration, labour law, technology law, and family law. Elaine currently leads the firm's Business and Tourism Divisions.
She has extensive experience in the tourism industry, advising clients on mergers and acquisitions, financing, regulatory compliance, corporate structuring, and real estate transactions. Her previous role as head of the legal department of a prominent international tourism and real estate development gave her hands-on experience managing all legal aspects of the operation. She was actively involved in national and international negotiations concerning the development, financing, operation, and promotion of the project.
Elaine also worked for five years in the Foreign Investment Division at Pellerano & Herrera, one of the Dominican Republic's leading law firms.
She graduated summa cum laude from Pontificia Universidad Católica Madre y Maestra (PUCMM) in 1998. She holds a Master’s degree in International Trade Law from APEC University (2001) and an MBA from EUDE Business School in Spain (2021), with a specialization in Tourism and Sustainable Development. She has also completed specialized courses in consumer law, technology law, compliance, international trusts, anti-money laundering, and tourism law.
