Practice Areas
David advises clients in UK Government departments, the wider public sector and private sector on public law and judicial review risk-management strategies, the development and drafting of new legislation, and a range of issues around understanding and engaging with government and Parliament. He is also a leading expert on retained EU law (now 'assimilated law') in the UK legal system after Brexit.
Career
David leads the Pinsent Masons team on public law, legislation and government. Before joining Pinsent Masons in 2020, he was a Deputy Director in the Government Legal Department, and spent over two decades working at senior levels in the UK Government. This included periods working as the Attorney General’s legal adviser and heading up legal teams in then Department for Business, Energy and Industrial Strategy, the then Department for Exiting the EU, and Cabinet Office. He has been responsible for the development of many pieces of major government legislation, and from 2018 to 2020 led the cross-government work on the UK's Brexit legislation programme.
