Being the Founder of the firm Chen & Lin in 1992, C. H. Chen has extensive experiences in various legal issues that could be faced by industries such as semiconductor, telecommunication, pharmaceutics, and information and hi-tech. Also C. H. Chen has experiences in international negotiation and dispute resolution especially in the area of construction, government procurement, and intellectual property infringement and license.

C. H. Chen attended the law department of National Taiwan University, obtained his master degree in 1983 and his bachelor's degree in law in 1978. C. H. Chen went to the U.S. in 1985, obtained the LL.M. degree from the Harvard Law School.
