Career
Carlos was involved in the creation and coordination of one of the first research centers on Law and Internet in Brazil. He participated in the coordination of the team of researchers that helped the Department of Justice in the public consultation for the creation of the Brazilian Internet Bill of Rights and the General Law of Data Protection. He is also the Director of the Institute for Technology and Society of Rio de Janeiro (ITS) and a professor at UERJ and PUC-Rio.

Member of the Copyright Committee of the Brazilian Bar Association, Rio de Janeiro State Chapter. Visiting Professor at the University of Ottawa Law School (Canada) and affiliated researcher of the Information Society Project at Yale Law School (USA).
