Barbara Schussman provides strategic guidance to client teams, helping navigate complex regulations, secure project approvals, reduce risk, and resolve litigation through collaborative solutions.

Barbara helps clients obtain federal, state, and local agency approvals required to develop a variety of private and public projects. Projects include university campuses, hospitals, research and development facilities, water infrastructure, renewable and clean energy, wind and solar facilities, port and airport expansions, and mixed-use developments.

Barbara has successfully defended approvals and environmental permits in state and federal courts, including the California Supreme Court.

She counsels clients on compliance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), as well as legislative and quasi-adjudicatory approvals required under the California Planning and Zoning Law. She also advises on permits and approvals required by other land use and environmental regulations, including the Clean Air Act, Clean Water Act, federal and state endangered species acts, California Coastal Act, and the Subdivision Map Act.

Barbara is the author of the CEQA chapter of Curtin’s California Land Use and Planning Law and serves on the firm’s management and executive committees.
