Tony, Blank Rome’s lead ship finance partner, has more than 30 years’ experience in domestic and international business and maritime financings, cross-border transactions, and corporate governance and structure issues for domestic and foreign companies, including major offshore jurisdictions.
Tony negotiates and structures maritime transactions under U.S. and foreign laws in maritime and non-maritime contexts, such as vessel secured financings, vessel lease financings, Title XI loan guarantee financings, shipbuilding contracts, ship sales and purchases, vessel charters, ship and crew management agreements, shipping mergers, and maritime bankruptcies and restructurings.
At the intersection of ship finance and regulatory work, Tony is known as an authority on Jones Act citizenship issues and related laws administered by the U.S. Coast Guard and Maritime Administration, and their impact on ship financings and transactions.
In recent years, he has been heavily involved in bankruptcies of Jones Act offshore shipping companies, U.S. export and import control regulations, and U.S. trade sanctions.
Tony frequently advises with respect to Title XI financings, and capital construction funds transactions.
He is one of the few U.S. attorneys with experience in Liberian and Marshall Islands maritime law issues.
