Career
Anand S. Pathak is the Managing Partner of P&A Law Offices (“P&A/Firm”) and leads the Firm’s renowned Competition Law practice. With an illustrious career spanning over 36 years, including as a Partner at Jones Day, Mr. Pathak is widely known for his expertise in Competition/Antitrust law, and cross-border and domestic Mergers & Acquisitions (M&A).
Mr. Pathak has extensive experience advising clients on European and Indian competition laws, international mergers and acquisitions, and commercial arbitrations and investor-state disputes. He is admitted to practice law in both the United States (California and Ohio) and India and has practiced in global centres, such as Brussels, London, Frankfurt, New York, Cleveland, and Palo Alto. His distinguished international experience includes serving at the European Court of Justice in Luxembourg and in the Competition Division of the Legal Service at the European Commission in Brussels.
Mr. Pathak has exceptional academic credentials. He holds an LL.B. and M.A. from the University of Cambridge, England, and an LL.M. (Yale Law School) and M.A. in International and Development Economics from Yale University.
Cross-Jurisdictional Practice:
• Mr. Pathak’s expertise transcends national boundaries, making him a trusted advisor on cross-jurisdictional Competition/ Antitrust matters.
Pioneering Policy Contribution in India and internationally:
• He attended all EU Council meetings leading to the adoption of the EU Merger Control Regulation and assisted in the drafting of the Regulation and the implementing rules, reflecting his stature as a global authority in the field.
• In India, he was a key member of the Draft National Competition Policy (2011) committee.
• He served on the Competition Law Review Committee, which deliberated and proposed critical amendments to the Competition Act, 2002.
• He was also member of the Committee on Digital Competition Law, which examined the necessity of an ex-ante regulatory framework for India.
• He actively supported the Parliament’s Standing Committee on Finance during its deliberations on the Competition Law Amendment Bill, enacted in 2023.
• He has also advised and represented the Competition Commission of India (CCI) in landmark cases, including those involving the grant of fidelity discounts and rebates.

Mr. Pathak’s contributions have earned him some of the highest accolades in the legal profession, including:
• The National Law Day Award, presented by the Prime Minister of India.
• The Mr. Justice J. S. Verma (former Chief Justice of India) Award, presented by Mr. Justice Ujjal Bhuyan, Judge, Supreme Court of India.
