Alyssa Moir is a partner with the firm, where she advises clients on a broad range of environmental, regulatory, and infrastructure matters. Her practice focuses on water rights, air quality, and hazardous waste compliance, with particular experience serving agricultural, timber, municipal, and energy sector clients.
Alyssa counsels clients on the acquisition, evaluation, and long term management of water rights, including regional wholesale water agreements, water and wastewater agreements for data centers, assessments of water rights portfolios, development of water banks and participation in water rights adjudications. She also provides strategic permitting and due diligence support for complex infrastructure projects across industries such as renewable and conventional energy, agricultural production, and data center development.
She has represented businesses of all sizes—local enterprises, national companies, multinational corporations, municipalities, ports, and public library systems—in contract and regulatory negotiations, administrative proceedings, and state court litigation. Alyssa has deep experience working within the frameworks of state water codes and key environmental laws, including the Washington and federal Clean Air Act (CAA), the Clean Water Act (CWA), the National Environmental Policy Act (NEPA), and the Washington State Environmental Policy Act (SEPA).
