- Water Rights Permitting: Managing all aspects of the permitting of surface water and groundwater resources, including representing clients in contested hearings over water supply permits.
- Water Supply Infrastructure: Negotiating contracts for the purchase and sale of water, including major infrastructure projects associated with the development, treatment and conveyance of water for municipal and industrial use.
- Special Districts and Water Utilities: Representation of special districts and utilities in Water Rate Proceedings and applications to secure Certificates of Convenience and Necessity (CCNs) for retail service.
Representative Experience
- Secured a landmark victory at the Texas Supreme Court for Hidalgo County Water Improvement District No. 3 in an important eminent domain and immunity dispute.
- Represented a technology company in complex water supply infrastructure contract negotiations for a new greenfield manufacturing facility in Texas.
