Sayenko Kharenko acted as Ukrainian legal counsel to the European Bank for Reconstruction and Development (EBRD) in connection with a EUR 15 million emergency liquidity loan to the City of Kharkiv, signed during the Ukraine Recovery Conference 2026 in Gdansk, to help mitigate the financial impact of the ongoing war and ensure the uninterrupted provision of essential municipal services.
The loan is supported by a partial first-loss guarantee from the European Union under the Ukraine Investment Framework. The financing will help the City address critical liquidity needs by supporting four key municipal operators: Kharkiv Metro, Trolleybus Depot No. 2, Saltiv Tram Depot and Kharkiv Heat Networks. It will support the continued provision of essential public transport and district heating services while helping the City respond to increased demand resulting from wartime conditions and the presence of internally displaced persons.
EBRD is Ukraine’s largest institutional investor, having substantially increased its investment in the country since Russia launched a full-scale invasion in 2022. Since the start of the war, EBRD has deployed EUR 10.5 billion to support the real economy, with a particular focus on energy security, private-sector resilience and critical infrastructure.
