“Parapolice” and the Role of the State in China
The episode begins with a reflection on the comparatively subtle presence of police sirens in Shanghai, emphasising that this doesn’t indicate a lack of police activity. The focus then shifts to the concept of parapolice, individuals who, despite not being official police officers, assist in managing traffic and performing other tasks related to law enforcement.
Oen reason why parapolice exist may be related to the distinction between civil servants and those outside the civil service system in China. Civil servants enjoy lifelong employment and a good pension, while those outside the system, known as tizhiwai, may face job insecurity. This distinction reflects the broader expansion of the state and the constraints imposed by the rule of law.
Efficiency v Privacy in Policing Matters
The episode recounts a personal experience involving a minor “fender bender” and details the efficient resolution of the incident without the physical presence of police officers. Instead, the police facilitated the process through phone calls and an online system, highlighting the use of technology for quick and effective case resolution.
“In Shanghai I rarely hear police sirens, this does not mean the police are not doing their jobs.”
The narrator raises questions about privacy and consent, expressing surprise at the police disclosing personal information without explicit consent. Despite this, the efficiency of the resolution process is acknowledged and appreciated.
