Victoria Penkova is the Founder and Managing Partner of Penkova & Partners, with over 30 years of experience in corporate, commercial, real estate, construction, and employment law. She is widely recognised for her strategic legal counsel, particularly in FIDIC contracts, infrastructure projects, M&A transactions, and complex dispute resolution.
Victoria has a strong track record in employment law, advising corporate clients on hiring strategies, employment contracts, dismissals, workplace policies, and whistleblowing compliance.
An experienced litigator, Victoria represents clients in commercial, administrative, and arbitral proceedings, with a particular focus on construction (including FIDIC contracts) and tax disputes. She is a Dispute Adjudicator on the FIDIC National List at BACEA, Co-Founder and Chair of the Bulgarian Society of Construction Law (BSCL), and a member of the Council of the European Society of Construction Law (ESCL).
Victoria is actively engaged in legal scholarship and training, lecturing on construction law and FIDIC contracts at the University of Architecture, Civil Engineering, and Geodesy in Sofia. Fluent in English and Russian, she advises both domestic and international clients on their most complex legal matters.
