Career

Thomas Kraemer is an American lawyer specializing in complex commercial matters. Tom has been practicing law since 1990 and has represented clients ranging from startups to Fortune 500 companies.

Tom has extensive experience in contracts, intellectual property, antitrust, class actions, media, privacy, consumer protection, and employment matters. Tom has practiced in the U.S. state and federal courts at all levels, including litigating cases in the United States Supreme Court.

Since 2015, Tom’s practice has focused almost exclusively on Afghanistan. His experience in Afghanistan includes business registrations, land use, tax exemptions and other tax matters, customs, and employment law. Tom is familiar with licensing and permitting procedures of the Afghanistan Central Business Registry, Afghanistan Telecommunications Regulatory Authority, Central Bank, Energy Services Regulatory Authority, and Environmental Protection Agency.

Tom has a particular interest in the growing natural resources sector and has worked on large energy projects involving solar, coal-to-gas, and hydroelectric power. He was an advisor to the Afghan government on the Turkmenistan-Afghanistan-Pakistan-India (TAPI) pipeline project. Tom frequently represented the national electric utility on domestic and cross-border projects.

Tom has consulted on a number of legislative drafting projects in Afghanistan. Along with other international experts, he has been involved in the drafting of the Minerals Law and Minerals Regulations, the Hydrocarbons Law, the Limited Liability Companies Law, the Municipality Law, the Insolvency Law, and others. Tom has co-authored publications related to constitutional issues in Afghanistan, as well as employment law and public procurement. He contributes to the Afghanistan section of Bloomberg Tax’s Country Guides.

Before moving to Afghanistan, Tom used his Master of Public Health degree by working in a private maternity hospital in Hargeisa, Somaliland.
