Thiago Lima Breus

Specialized Lawyer and Consultant in Public Law. Areas of expertise: administrative and regulatory law; privatizations, concessions and PPPs; public procurement; and public law litigation.

Thiago is the Head of the Infrastructure and Regulatory Practice at Vernalha Pereira. A lawyer and legal consultant in public law since 2004, he has significant experience in public procurement processes, government contracts, public service concessions and public-private partnership (PPP) projects. He holds a Ph.D. and a Master’s degree in State Law from the Federal University of Paraná (UFPR), and was a visiting researcher at the Universities of Coimbra (Portugal) and Bologna (Italy).
