Practice Areas

The main practice area of Mr. Zhang Tao is international trade remedy investigations, including antidumping, countervailing and safeguard measures, as well as WTO dispute settlement procedures. Mr. Zhang Tao is an expert in dealing with international trade remedy procedures and has made great contributions to the field of International Trade Remedy in China. He had been a senior official in the Ministry of Commerce of P. R. China (MOFCOM), in charge of antidumping investigation for many years before he joined the private legal practice. He also served in many other legal capacities with MOFCOM assisting to build up Chinese antidumping investigating mechanism including drafting Chinese anti-dumping law & regulations.

Mr. Zhang Tao has represented numerous foreign companies as well as their downstream enterprises in China to respond the antidumping investigations initiated by the MOFCOM and achieved good results in all cases. Mr. Zhang Tao has also represented Chinese clients including the Government of China, Chinese domestic industries and enterprises in over 100 anti-dumping and countervailing cases initiated by the United States, Canada, European Union, India, Australia, Thailand, Vietnam, Pakistan, Indonesia and Turkey. In over a quarter of these cases Mr. Zhang Tao has successfully obtained the results of no injury or zero duty rate for the clients. Mr. Zhang Tao’s practice covers all procedures of the antidumping and countervailing investigation, including initial investigation, annual review, industry injury, sunset review, scope ruling, anti-circumvention and appeal in Court procedures as well as special safeguard measures.
