Stephen M. Cowherd focuses his practice in the areas of health care and administrative law, and serves as chair of Pullman & Comley's Health Care practice. He has more than 20 years of experience representing clients before regulatory agencies and advising health care providers on compliance with fraud and abuse laws, Medicare and Medicaid enrollment and reimbursement rules, medical staff matters, patient rights issues, HIPAA, licensure and certificate of need proceedings. His transactional experience includes representing both hospitals and physicians in joint ventures, medical practice acquisitions, as well as mergers and reorganizations.
