Rubén Marroquín is a Partner at Aguilar Noble, Salgado y Asociados and Besser Law Firm Alliance, S.C. At Besser, he heads the Privacy and Personal Data Protection practice and serves as Co-Chair of the firm’s Steering Committee.

With over 15 years of specialised experience in data protection and privacy, Rubén regularly acts as lead privacy adviser to leading domestic and multinational companies on their most complex, strategic and business-critical privacy matters in Mexico and across Latin America.

He has extensive experience leading the design and implementation of sophisticated privacy compliance and data governance frameworks for multinational organisations. He has led Binding Corporate Rules (BCRs) projects and advised on international data-sharing structures, including cross-border projects involving operations and data flows across Mexico, the wider Latin American region, Europe and Asia. His work focuses on aligning privacy and data governance requirements with clients’ operational and commercial objectives.

His practice spans a broad range of highly regulated and data-intensive sectors, including technology and digital services, telecommunications, SaaS, cloud computing and fintech; life sciences, healthcare, cosmetics, beauty and personal care; financial services and insurance; mining, industrial and energy; logistics, ports, maritime and international transport; hospitality and leisure; and retail, department stores, luxury goods and other consumer-facing industries.
