Career

江勤律师，是重庆志和智律师事务所主任、高级合伙人、管委会委员，获评二级律师职称。

江勤律师，熟悉发债、收购、投融资等专项法律服务领域。先后担任几十家企业常年法律顾问工作，成功推荐多家顾问单位在重庆股份转让中心挂牌，曾辅导多家企业到新三板、创业板等上市，为多家政府平台公司发债提供非诉专项法律事务，协助政府等主管部门处理“保交楼”等紧急专项法律事务，为某区财政局处理区政府采购检查非诉讼专项法律事务等。代理某公司诉央企招投标买卖合同纠纷案，经高院、最高院两审，获得1.72亿的赔偿。该案获评重庆市律师协会2018年度十大民商事诉讼经典案例。

江勤律师，一直致力于公益事业，弘扬社会正能量。她多次资助家庭贫困的儿童及学生，向重庆市大爱渝商慈善基金会捐赠爱心基金，帮助他们筑梦未来。同时，她一直关爱和帮扶困难残疾人群体，向重庆市残疾人福利基金会捐赠爱心基金，大力支持残疾人事业。江勤律师，一直致力于妇女儿童权益的保护，资助两名丰都县的留守儿童、并为区县受虐待的妇女提供法律援助，获聘重庆市妇女联合会首批“重庆市妇女儿童维权律师团”成员。作为重庆市律协民营经济律师服务团成员，多次免费为民营企业提供法律咨询；多次参与并组织律师到社区为群众提供免费法律咨询和法制宣传。资助中国管理科学研究院学术委员会实施科研事业发展五年规划及构建新时代中国特色管理科学体系工程智库建设与重点课题研究。

Qin Jiang is the Director, Senior Partner and Member of management committee of Z&Z Attorneys at Law, and has been awarded the title of Second Grade Lawyer.

Qin Jiang is familiar with special legal services such as bond issuance, acquisition, investment and financing. She has served as the annual legal counsel for dozens of enterprises, successfully recommended a number of companies to be listed in Chongqing Share Transfer Center, and coached a number of enterprises to be listed on the "the New Third Board", Second Board, etc., provided non-litigation special legal affairs for a number of companies financed by local governments to issue bonds, and assisted the government and other competent departments to deal with emergency special legal affairs such as "guarantee the delivery of buildings". She provided non-litigation special legal affairs for a district finance bureau to deal with district government procurement inspection. She has acted for a company against a Chinese central State-owned enterprises bidding and sale contract dispute, after two trials by the High Court and the Supreme Court, received 172 million compensation. The case was awarded the top ten classic civil and commercial litigation cases of Chongqing Lawyers Association in 2018.

Qin Jiang has been committed to public welfare undertakings and promoting positive social energy. She has supported children and students from poor families continuously and donated love funds to Chongqing Da Ai Yu Shang Charity Foundation to help them realize their dreams. At the same time, she has always cared for and helped disabled groups with difficulties, donated love funds to Chongqing Welfare Foundation for Disabled People, and vigorously supported the career development of disabled people. Qin Jiang has been committed to the protection of the rights and interests of women and children, funded two stay-at-home children from Fengdu of Chongqing, and provided legal aid to abused women in the districts and counties of Chongqing, and was appointed as one member of the first group of Chongqing Women and Children Rights Protection Lawyers Team by Chongqing Women's Federation. As a member of the private economic lawyers service group of Chongqing Lawyers Association, she has provided free consultation to private enterprises for many times. Qin Jiang has participated in and organized lawyers to provide free consultation and legal publicity to the community for many times. She has supported the Academic Committee of China Academy of Management Sciences to implement the five-year plan for the development of scientific research and the construction of think tank and key research projects for the construction of management sciences system with Chinese characteristics in the new era.

一、主编：

《与新三板一起腾飞——致中国的中小微企业》，2017年7月，重庆大学出版社。

简介：从2010年起江勤律师团队就开始关注新三板，在深入研究它的背景和国家的宏观大政方针后，他们意识到中国经济发展过程中一个新的变局即将来到，中国的中小微企业超过4000万家，占企业总数的99%，贡献了中国60%的GDP、50%的税收、80%的城镇就业。但是中小微企业生存空间的恶劣也是有目共睹，中国经济要转型升级，必须要摒弃粗放式发展模式，必须要解决中小微企业多年面对的困境，必须要建立对接中国中小微企业的资本平台，而新三板将是一个非常重要的承载体。关于新三板的各类书籍也层出不穷，但是他们发现，大多数新三板的书籍都是给律师、会计师和证券专业人士看的，而新三板的参与者－－企业家们却是非专业人士，他们大多数对资本市场一知半解，更看不懂这些非常专业的书籍。正是由于江勤律师团队在对企业进行新三板挂牌辅导时发现很多的企业家都很想全面的了解新三板，而市场上又无专门针对他们的书籍，才萌生了他们团队将在企业新三板辅导的法律实务工作中积累的经验和发现的问题总结下来，从而引导和帮助企业了解和进入新三板市场。可以说，本书是一本科普性的法律实务著作，对企业具有引导性和实操性。该书一经出版就受到广大企业家的好评，他们纷纷赞扬这是一本为企业家量身定制的了解新三板，了解资本市场的读物，使大家看后就能明白什么样的企业可以上新三板，上了新三板的好处有哪些，上新三板的流程和要求是怎样的，许多符合新三板挂牌条件的企业家在受到本书的启发后，纷纷打消顾虑，积极推动其企业到新三板挂牌，为推动市场经济的发展作出了一定的贡献。

二、代表性论文：

在第七届重庆律师论坛中，论文“创新金融法律服务模式，助力成渝金融中心建设”荣获二等奖。

三、作为重庆市沙坪坝区第十三届政协委员，撰写如下提案和建议：

1、关于推动我区企业到新三板挂牌的建议；

2、关于加快培育我区信用市场需求的建议；

3、关于推进软件服务外包产业发展的建议，该提案获政协重庆市沙坪坝区委员会优秀提案奖；
