Me Paulin MBALANDA is an admitted lawyer to the Kinshasa Bar since 1997, he holds a degree in Economic and Social Law from the University of Kinshasa. Since 2008, he is the founder of MBM CONSEIL. As part of his contribution, he drafted the DRC's White Paper for the Telecommunications Sector on 16 October 2002 and is considered as one of the top leader and most experienced lawyer in DRC, specializing in the telecommunications, audiovisual, computer and Internet sectors. He is also an expert in environmental (forestry, right to natural resources of Local Authorities) law

- Proposal for the institutional set-up of the sub-regional structure of the Conference of Central African Forest Ministers (COMIFAC);
- Negotiation and signing of electricity supply contracts for companies with the National Electricity Company, SNEL in acronym.
