With over 20 years of expe-rience in Colombia and New York, Mateo specializes in capi-tal markets, derivatives, corpo-rate debt, and project finance in infrastructure, transportation, and energy, as well as advising financial institutions.
He worked as an international associate at Allen & Overy in New York (now A&O Sherman) in the projects and capital mar-kets practices, advising banks, multilaterals, and sponsors on the financing of energy and infrastructure projects, as well as capital markets and M&A transactions across Colombia, Mexico, Uruguay, Jamaica, and the United States.
Mateo has extensive expe-rience advising the Republic of Colombia, quasi-sovereign en-tities, and state-owned com-panies in the structuring and negotiation of loans, bonds, financial derivatives, and other public debt management ope-rations, requiring special au-thorizations under public credit and budget regulations.
He has led bond issuances, public takeover bids (OPAs), and securitizations in both local and international capital markets, including transac-tions registered with the SEC and offerings under Rule 144A/Reg S.

Mateo is highly recognized for his expertise in structuring, negotiating, and closing com-plex local and cross-border transactions for 4G highway projects, having participated in over 10 financings as lead advisor to sponsors, conces-sionaires, and lenders in trans-portation and energy projects. He is also experienced in M&A transactions for power gene-ration projects and the nego-tiation of PPAs, BOMT, EPC, and O&M contracts.
