Mario Mejía Kargl is the founding partner of MG&K (Mejía, Guízar & Kargl, S.C.) and leads the firm's life sciences practice, which he has developed over more than two decades advising the pharmaceutical and medical device industries in Mexico.

His practice covers the full regulatory and contractual cycle of health products: sanitary regulation before COFEPRIS; public procurement of medicines and medical devices - including federal consolidated purchase processes, bid protests, contract rescission and sanction proceedings, and simultaneous supply schemes; administrative litigation before the Federal Court of Administrative Justice and constitutional (amparo) proceedings; economic competition in health markets; and corporate integrity, anti-corruption and compliance under national and international pharmaceutical industry codes.

He serves as external compliance and ethics officer for Mexico's leading pharmaceutical and medical device industry associations, advising their member companies - including international laboratories - on ethics frameworks, interactions with healthcare professionals, and regulatory strategy. He has also acted as technical-legal advisor in the drafting of health-sector laws, regulations and secondary norms.

Mario co-authors the Chambers Global Practice Guide: Public Procurement (Mexico). His doctoral research addresses institutional design and access to health supplies in Mexico's public sector.

Career

Founding partner, MG&K (Mejía, Guízar & Kargl, S.C.), since 2009. Previously practiced at Basham, Ringe y Correa and at Hamdan, Manzanero y Asociados, throughout in administrative law with specialization in public procurement and health law.

Professor of Amparo and Administrative Law at Universidad La Salle for more than ten years; lecturer in the Strategic Litigation specialty program at the Instituto de Investigaciones Jurídicas, UNAM. Invited as external collaborator in the drafting of the protocols of action for justice administrators issued by Mexico's Supreme Court of Justice. Doctoral Candidate in Legal Sciences, Universidad La Salle.
